Inside Story questions the 'blame game' being
played by the parties while the people of
Gaza continue to suffer.
Israel has refused permission for a convoy of
trucks containing basic humanitarian supplies
to deliver their loads to the Gaza Strip.
Initially, the authorities had said they
would allow passage for the 30 truckloads of
drugs and food.
As the United Nations warns that it is going
to run out of food for its aid programmes,
all the parties, Hamas, Fatah, Israel and
Egypt are blaming one another for the
mounting humanitarian crisis in the Gaza
Strip.
Israel has said that as long as rocket fire
continues from Gaza into Israel, the border
crossings will stay closed. The UN insists
that this amounts to collective punishment,
which is illegal under international law.
Christopher Gunness, the spokesman for the UN
refugee agency UNRWA, said: "This has become

The American Red Cross, in partnership with
The Atlantic, is proud to announce the
American Red Cross Humanitarian Prize. This
annual prize, representing the highest honor
awarded by the American Red Cross, will
recognize the achievements of one or more
individuals who exhibit extraordinary bravery
and dedication to the Fundamental Principles
of the International Red Cross and Red
Crescent Movement by tangibly improving life
and living conditions in the worlds most
challenging regions.
The recipients of the inaugural 2008 American
Red Cross Humanitarian Prize are:
• Mr. Younis Al Khatib, President,
Palestine Red Crescent Society
•Dr. Noam Yifrach, Chairman of the
Executive Committee, Magen David Adom in
Israel
Messrs. Al Khatib and Yifrach are being
honored for the historic work they have
personally accomplished in establishing a
formal, ongoing collaboration which has
resulted in a more thoroughly integrated
humanitarian response to the needs of
Palestinians and Israelis. In addition to
establishing ongoing collaboration, due to
the remarkable efforts of these individuals,
the Palestine Red Crescent Society and Magen
David Adom were officially admitted to the
International Red Cross and Red Crescent
Movement in 2006. The American Red Cross is
proud to honor their individual achievements
forged through close, personal collaboration
over a decades-old and often violence-torn
divide between the Israeli and Palestinian
peoples.
The first presentation of the American Red
Cross Humanitarian Prize will be celebrated
at an inaugural Luncheon to be held in
Washington, D.C., on Tuesday, November 18,
2008. This event will bring together
approximately 300 distinguished leaders
committed to the cause of peace and
humanitarianism. Guests will include
Administration officials, Members of
Congress, diplomats, dignitaries, nonprofit

Children UK report released Tuesday alleges
rampant sexual abuse of children at the hands
of peacekeepers and international aid workers
in war zones and disaster areas. (May 27)In
times of global disaters -- international aid
workers are supposed to be the ones that
help. But a new report accuses
peacekeepers from many international agencies
- including the United Nations - of shocking
sexual abuses on children, some of whom are
as young as six. The charity group,
Save the Children, says the problem has been
well known since 2002 -- but that little has
been done to stop it. SOT: Jasmine Whitbread,
Save the Children chief executive: "The
key point about the report is that children
are frightened to step forward and report the
cases of abuse, things like rape or exchange
of sex for food because they fear reprisals."
The study was based on research in southern
Sudan, the Ivory Coast and Haiti.
Investigators found that more than half the
children they talked to knew of at least some
abuse. SOT:" It ranges from anything from sex
for food through to coerced sex and it really
is despicable that it is allowed to carry on
by this minority of people and brings the
whole of the humanitarian response community
into disrepute." The group thinks a new
international body is needed to help fix the
situation. SOT: "What we're recommending is
a global watchdog be set up and local safe
mechanisms for children and their families to
be able to go separately to report these
abuses in the safety of knowing there won't
be reprisals." A spokesman the U.N.
Peacekeeping Department calls the report

SEN. OBAMA: Well, we may not always have
national security
issues at stake, but we have moral issues
stake. I mean, if -- if --
if we could have intervened effectively in
the Holocaust, who among us
would say that we had a moral obligation not
to go in? If we could
have stopped Rwanda, surely if we had the
ability that would be
something that we would have to strongly
consider and act.
So you know, when genocide is happening, when
ethnic cleansing is
happening somewhere around the world, and we
stand idly by, that
diminishes us. And so I do believe that we
have to consider as part
of our interest, our national interest, in
intervening where possible.
But understand that there's a lot of cruelty
around the world.
We're not going to be able to be everywhere
all the time. That's why
it's so important for us to be able to work
in concert with our
allies.
Let's take the example of Darfur just for a
moment. Right now
there is a peacekeeping force that has been
set up and we have African
Union troops in Darfur to stop a genocide
that has killed hundreds of
thousands of people. We could be providing
logistical support,
setting up a no-fly zone, at relatively
little cost to us, but we can
only do it if we can help mobilize the
international community and
lead.
And that's what I intend to do when I'm
president.
