The Sunni resistance in Iraq may be
dominating the headlines but for Allawi's
government, a more disturbing battleground
has emerged: Sadr city.
At a local school in Sadr city, the 'cubs'
are being trained for war. Young boys go
through their military drills, pledging their
support for Sadr. These child recruits will
eventually join the Mehdi army. "We currently
use the AK27 and I'll teach some students how
to make explosive devises," states their
teacher. "You can make them at home." There's
meant to be a cease fire in Sadr city but
residents are still under attack. "The Prime
Dunce ... Saddam Allawi made a statement
saying that he had ceased military operations
in Sadr City," says Moqtada Al-Sadr
scathingly. "But less than half an hour
later, the American planes bombed the city."
Colonel Gary Voletsky commands a battalion
stationed outside the city. He's lost 40% of
his men through injuries since they moved
here. On their worst night, they had 54
casualties in a 24 hour period. "It's just
increasing all the time," he complains. The
US still has not moved forces back into the
city and the Mehdi army is preparing to fight
them when they do. In Sadr city, even the
children are preparing for their role in the

The statistics on violence and security in
Iraq have improved slightly over the last
year, but basic living standards are still
sliding daily.
The worst hit areas are those where service
providers are unable or afraid to work.
One of the poorest areas in the capital,
Baghdad, is Sadr City. Once a slum area under
Saddam Hussein, Sadr City is now a stronghold
for the Shia militia, the Mehdi army.
Hoda Abdel Hamid reports on people living on
the edge of the overcrowded borough, home to
two million people driven to increasingly

victims of a bombing in Baghdad's Shiite
stronghold. At least ten people died when the
bombing hit a municipal council building in
Sadr City.The target of the blast is believed
to be the deputy chief of the council.(nats
of man in hospital)From his hospital bed,
Hassan Hussein Shama said a huge explosion
happened as they were preparing for a weekly
meeting.American and Iraqi officials had
gathered to elect a new chairman of the
council. The blast happened in a southern
section of Sadr City that is larged
controlled by U-S and Iraqi troops. Two of
the Americans killed were civilians. The
other two were soldiers. Another U-S soldier
was wounded in the attack. Six Iraqi
civilians died. Ten were wounded. Troops
captured a man who tested positive for bomb
residue shortly after the attack.The bombing
came as U-S commanders have been working to
restore and promote local administrations.
That has put American troops at more risk,
but also driven down levels of violence to
the lowest point in more than four years.

Ihe battle for control of southern Iraq is
continuing for a fifth day.
In one of the latest offensives, eight people
died, including two women and a child, in an
air raid.
Meanwhile a witness in Baghdad has told Al
Jazeera he saw up to 40 Iraqi army and police
surrendering their weapons to supporters of
the Mahdi Army.
Its leader, Muqtada Al-Sadr, is calling on
Arab nations to support his fight against US
forces in Iraq.
